Background of the Study :
Public sector wage policies, particularly those affecting the civil service, have significant implications for economic productivity and public sector efficiency. In Lagos State, reforms in civil service wage structures between 2000 and 2020 have aimed to improve job satisfaction, reduce corruption, and enhance overall productivity (Oluwaseun, 2023). By aligning wages with performance and market conditions, these reforms are designed to incentivize efficiency and attract skilled personnel. Empirical evidence shows that competitive wage policies can lead to improved service delivery and operational effectiveness in government institutions (Chinwe, 2024). However, issues such as wage disparities, delayed salary increments, and bureaucratic inefficiencies may offset these potential benefits. This study evaluates the impact of public sector wage policies on economic productivity in Lagos State by analyzing performance indicators, budgetary data, and conducting interviews with civil servants and policy experts. The goal is to determine whether civil service reforms have resulted in measurable productivity gains and to identify areas for further improvement in wage policy design (Adeniyi, 2025).
Statement of the Problem
Despite civil service wage reforms in Lagos State, economic productivity improvements remain modest. Wage disparities, delays in salary adjustments, and administrative inefficiencies have hindered the intended positive outcomes of these reforms (Oluwaseun, 2023). This disconnect between policy intentions and practical outcomes calls for an investigation into the factors limiting productivity gains in the public sector. The study aims to identify the barriers that affect the efficiency of civil service reforms and to assess the overall impact of wage policies on economic productivity, thereby providing insights for further policy refinement.
